University of Central Florida Strategic Assessment

As part of the museum's long-term planning and organizational development, Eight Waves partnered with the University of Central Florida Master's in Nonprofit Management Program to complete an independent strategic planning assessment for the proposed children's museum.

The assessment was conducted by a graduate strategic planning team in collaboration with Eight Waves leadership and the Board of Directors to evaluate organizational readiness, strategic positioning, implementation planning, financial sustainability, governance, stakeholder engagement and long-term project viability.

The assessment extended well beyond a conceptual vision for the museum. Using established nonprofit strategic planning methodologies, the UCF team evaluated organizational strengths and weaknesses, external opportunities and risks, governance structure, implementation strategies, stakeholder relationships, operational planning, funding considerations, evaluation metrics and long-term sustainability. The resulting framework established a structured roadmap to guide the museum from planning through implementation and ongoing operations.

Executive Findings

The strategic planning assessment concluded that Eight Waves possesses several foundational characteristics that support successful implementation of a destination-quality children's museum.

Organizational Readiness

An established nonprofit organization with existing governance, executive leadership, operational infrastructure and strong community relationships that provide an organizational foundation for long-term project development.

Regional Reach Strengthens Local Sustainability

The museum's Central Florida location was identified as a strategic advantage — regional and visiting families broaden the museum's support base, which helps keep it affordable and open year round for local families.

Diversified Revenue

Long-term sustainability would be strengthened through diversified operating revenues rather than reliance on admissions alone: memberships, educational programming, camps, field trips, birthday parties, special events, outreach initiatives and community programming.

Risk Mitigation

Economic conditions, construction costs, staffing requirements, changing consumer preferences, competition, natural disasters and long-term operational sustainability were each evaluated — with mitigation strategies, benchmarks, diversified revenue planning, partnerships and ongoing evaluation built into the plan.

Regional Reach & Long-Term Sustainability

The assessment specifically identified Central Florida's tourism economy as one of the museum's principal strategic strengths. The location within one of the nation's premier family travel destinations was recognized as providing access to significant visitor markets beyond the local community, creating opportunities to attract regional and overnight visitors while expanding awareness of the organization.

The planning team also recognized the importance of maintaining a strong digital presence because many visitors plan their Central Florida itineraries before arrival. The assessment recommended a comprehensive online strategy capable of reaching prospective travelers during the trip-planning process while positioning the museum as a complementary family attraction within the region's broader tourism marketplace.

Operational planning further emphasized strategies to support visitation throughout the week by attracting tourists, homeschool families, educational groups and field trips, strengthening attendance beyond traditional weekend visitation patterns.

Organizational Readiness

Rather than focusing solely on project vision, the assessment established a structured implementation framework supported by defined governance responsibilities, phased implementation milestones, measurable objectives, assigned leadership accountability, resource planning, fundraising strategies and ongoing performance evaluation. Dedicated executive, fundraising, marketing, land and building, and children's museum committees were incorporated into the implementation process to provide organizational oversight throughout development.

The assessment also recommended designing exhibits and museum infrastructure with flexibility to evolve over time, allowing the institution to respond to changing visitor expectations through refreshed exhibits, educational programming and special events that encourage repeat visitation while maintaining long-term relevance.

Risk Assessment & Mitigation

An important component of the UCF assessment was the identification and evaluation of risks associated with developing and operating a destination-quality children's museum. The planning team examined economic conditions, construction costs, staffing requirements, changing consumer preferences, competition, natural disasters and long-term operational sustainability. Rather than identifying these factors as barriers, the assessment incorporated mitigation strategies, implementation benchmarks, diversified revenue planning, community partnerships, fundraising objectives and ongoing evaluation measures designed to reduce organizational risk and strengthen long-term resilience.

Executive Conclusion

The University of Central Florida Strategic Planning Team concluded that the proposed children's museum is supported by an established nonprofit organization, experienced governance, strong community partnerships, diversified revenue opportunities, structured implementation planning and a comprehensive framework for managing organizational growth and operational risk. The assessment further recognized the strategic advantages of the museum's location within Central Florida's tourism market and the opportunity to attract regional and non-local visitors through a distinctive educational destination that complements the region's existing family attractions. The strategic planning framework developed through this independent assessment continues to inform the museum's implementation strategy and reinforces the project's readiness for long-term capital investment and sustainable operation.
